Chief Engineer

Main Responsibilities:

#61599; Responsible for all engineering activities carried out by the JV Company.

#61599; Act as the overall technical focal point and decision maker during the project construction and the future plant operation;

#61599; Responsible for final approval of technical documents including drawings, specifications, calculations, studies, and reports.

#61599; Responsible for program development, technical direction, projects staffing, employee training and development, engineering/design quality, engineering process improvement and development of current best approaches, personnel assignments, performance appraisals, business development support

#61599; Assist on-going projects with studies and calculation review, interviews, hiring of staff, and general engineering support.

#61599; Perform project technical management function as delegated by the Project Director, including liaison, coordination of technical meetings, and general project technical supervision and coordination.

#61599; Manage the DI’s engineering activities to ensure compliance and consistency with scope of work and quality objectives of the project: BoD, FEED, DED across the projects.

#61599; Control, monitor and report the engineering performance against the engineering deliverable schedule

#61599; Lead and coordinate all technical reviews both with stakeholders and internally within project.

#61599; Coordinate the technical activities between engineering, procurement and construction

#61599; Manage the Change Process within the technical team

#61599; Chair the technical Steering Committee, if any

#61599; Support the discipline Leads in resolutions of multi-discipline issues.

#61599; Ensure overall technical integrity and safe design process are applied.

#61599; Co-ordinate the inter-discipline activities.

#61599; Co-ordinate the design reviews and the constructability study

#61599; Ensure the project is designed and engineered in accordance with applicable stipulations, Codes and Standards.

#61599; Manage all technical interfaces with each stakeholder: suppliers, vendors, subcontractors, DIs, etc.

#61599; Manage the archiving of engineering document in a manner that they are easily collectable for project execution and the future potential back-charges to the poorly performed DIs

#61599; Integrate the “key issues” and lessons learned through the project.

#61599; Assist the global power benchmarking database initiative from the technical perspective

Qualifications

#61599; University Engineering Degree, or Post Graduate experience acceptable to the Institution of Engineers in China

#61599; Shall have at least +20 years relative experience working with and managing multi discipline Design Engineering teams in an engineering company or a Consulting, Project Management Company.

#61599; Strong traceable design and engineering especially management experiences in China’s sub/supercritical, ultra-supercritical coal fired projects of 135MW, 300MW, 600MW, 1000MW from the feasibility study till the operation

#61599; Professional knowledge of GB and ISO is mandatory, and understanding or experiences of ANSI, ASME, BS, DIN, EN, NEMA, NFPA, IEC Codes Standards will be a plus

#61599; Working experiences with international A/E or PMC/OE company will be a plus

#61599; English reading, writing and speaking

Report Line

This position has a solid report line to the Anwen PD during the construction and the JVGM during the operation, also a dotted report line to GTS.
